What is the function of this?

I have got a duel card setup for my caddy which I want to fit... and i want to replace the fuel pump for a high flow version.

Do I need to do anthing with this accumulator thing?

What is a "duel card setup" Amit:i_dont_kn

If you have K-Jet on your Caddy then you will need an accumulator, if you have electronic fuel injection then you do not.

The role of the accumulator is to maintain pressure in the fuel system whist the engine is not running, this aids faster restarts and stops any vapor lock (percolation), its also serves as regulator to the metering unit and regulates the fuel return. Electronic fuel systems do not require this method:)

Maybe a dual carb?
In which case the accumulator is not nessesary. IMHO. At least I didn't have one and my weber 32/36 ran fine. Hope this helps.
