If you have the richness setting too high you'll get lower gas mileage, make more pollution, and probably carbon up your valves a lot faster along with your exhaust.
Short term, it'll make your diesel go faster a bit.
Cetane I guess increases the power of the diesel fuel so that you get a little more power out of it. I use a cetane enhancer called "Stanadyne" or something like that, it also has an anti-gel additive in it for winter driving. I guess you could equate it to octane in a gas car.

How and where do you adjust the richness setting?

There is a screw on your injection pump. I don't have a photo available, but you need to loosen up a nut to turn the screw, or something like that. However, it is STRONGLY recommended that you don't mess with it. The performance gains will be moderate to negligable, and your mileage will go down considerably, and you'll pollute more.

It's not that simple. Each pump is set on a mult$K machine depending on fuel flow.
Just turn it out 1/8 turn at a time, drive it for a while, until you notice a drop in power and smoke. That will be pretty close to stock

The calibration machine at my local Diesel shop cost $850,000 USD.

Guess I'll have to take that off the x-mas list.
