I was just wondering if using the scirocco 16v spindles with the adapters is the best way to put 11" on my caddy? Also what is involved in putting a 22mm MC into an A1?

Not sure about the 11" setup, I will leave that for somebody who knows for sure.[:I]
As for the 22mm Master Cyl, it may be different in the US but here its pretty straight forward. Just a bit of brake pipe bending and move the brake light switch to the pedal box (if its on the MC), I beleive you can use the roco 16v one, its also easy to fit the larger A2 servo with the rod from the A1.:)

If it's a US Caddy, than yes 16V spindles work better. The adaptors are made to mate to a non-machines surface and from my experience, the later spindles are much cleaner than the late 80's. I put the adaptors on my 80 and they scored the rotors, but with the 16V spindles I have clearance and can also use the 100mm CV.
As for the 22mm, you'll need a booster and pedal assembly. Pedal assembly to get you the brakelight switch on the pedal and the brake pedal shaft for the booster is different than the westmoreland shaft. The westmorelands had an offset mount and the later 22mm (And 20mm) mounts with no offset in a fork configuration.
The adapters will bolt to ANY A1 spindle. They bolt to the same surface that the carrier bolted to. All of those surfaces are machined. The Scirocco 16v spindle is better because of the 100 mm CV joints but not required. Not all Caddys are w/o the brake switch mounting hole on the pedals. They all have the pin to attach the booster push rod. This can be easily removed buy pressing it out with a small C clamp and a socket.
